Paradox Interactive, the studio behind grand strategy games such as Hearts of Iron and Europa Universalis, has released yet another strategy game that centers on micromanaging a country, rather than a single kingdom. Victoria II placers players in the shoes (or throne) of a monarch, and sets them free to make political decisions for an entire century. For players uninitiated with grand strategy games, rather than building separate units and tasking them with different jobs or sending them out to battle, or erecting buildings, everything withing Victoria II instead is accomplished through political persuasion. Starting out, players are assigned to select any country located on a world map set during 1836. Each location has different bonuses and penalties, so the choice of the player is critical for playing to their advantage. Want to start out with an advancement on armies? That's easily obtainable. What about going for the more peaceful route and focus on becoming agriculturally gifted? That's available too. Setting your eyes upon the game board looking world map for the first time (which looks like an advanced Risk board) may be off-putting and present itself as an overwhelming experience.
The sun may never have set on the British Empire of the 19th century, but it is finally starting to rise on the Victoria series of grand strategy games. Paradox Interactive's sequel to its buggy and confusing 2003 game about nation building during the Industrial Age has been well worth the wait. Victoria II dumps most of the bugs, fussy micromanagement, and headache-inducing complexity that earned the original game a lot of criticism. In their place is a (mainly) stable game with kinder, gentler mechanics that eliminate most of the finicky tedium while leaving you at the helm of the ship of state. There's also an intuitive interface and a series of comprehensive tutorials that teach you the game's fundamentals. This still isn't a walk in the park, as hours of experimentation are necessary before you get comfortable with statecraft in the 1800s. But it is the game that Victoria: An Empire Under the Sun should have been, and it is both playable and addictive once you get past the initial steep learning curve. Concepts behind Victoria II will be familiar to those who have played any of the many entries in Paradox's grand strategy series like Europa Universalis and Hearts of Iron.
Political management and diplomatic decision making await you in Victoria II. Taking cues from games such as Civilization, rather than Age of Empires, Victoria II puts players in the shoes of a monarch, to rule, manage and develop countries. Victoria II permits players to select any country in the world to control with goal in mind to build up that country over a set period of time, facing certain hardships that are associated to that time period. Each country is populated with people of different needs, beliefs, education, jobs and opinions. The key to success is to manage your population and make sure they are in your favor. Making decisions that aren’t popular will sway the population against you and ultimately cause a revolution. Choosing the right type of government that fits the needs of the people is important. Employing capitalism for instance creates a stigma that the populace decides on things like prices of trade, how long should work hours be, etc. Going with a Stalinistic regime means the player has control over most of the population, giving power to do things like shut down factories at will, set wages, and more. Managing things such as trade, and deciding what to research are key components to further development.
